Summary: This ordinance institutionalizes the “Naga’s Tertiary Scholarship Program” , a scholarship initiative for poor but deserving college or technical-vocational students in Naga City. It aims to fulfill constitutional and local government mandates by making quality tertiary education accessible to all citizens , thereby helping to break the cycle of poverty by enabling at least one family member to complete higher education.
