AN ORDINANCE ESTABLISHING A SCHOOL FOR SPECIAL CHILDREN AT CONCEPCION PEQUEÑA ELEMENTARY SCHOOL, BARANGAY CONCEPCION PEQUEÑA, CITY OF NAGA; AND FURTHER APPROPRIATING SO MUCH AMOUNT AS MAY BE NECESSARY FOR THIS PURPOSE IN THE 1997 ANNUAL BUDGET
