Summary: This ordinance institutionalizes the Naga Early Education and Development (NEED) Program to ensure all preschoolers, including those with disabilities, have access to quality early education. It aims to upgrade day care centers with Montessori-type instruction, provide specialized services for disabled children, and strengthen community and parental involvement. A NEED Board will guide policy and implementation, supported by a NEED Coordinator. The ordinance took effect upon approval.
