Summary: This ordinance amends Naga City’s Transport and Traffic Code (Ordinance No. 93-049) by clarifying the definition of “National Highway,” setting speed limits at 20 kph within city/urban districts and 40 kph on designated national roads, with exemptions for emergency and official vehicles. It also imposes a daily ₱40 road-user fee on tourist and aircon buses without terminals that load passengers roadside, and requires all such buses operating in the city to register with the City Treasurer’s Office.
