AN ORDINANCE INSTITUTIONALIZING A COMPREHENSIVE NEWBORN SCREENING SYSTEM IN THE CITY OF NAGA AMD ENHANCING THE IMPLEMENTATION OF EXPANDED NEWBORN SCREENING PROGRAM, APPROPRIATING FUNDS THEREOF, AND FOR OTHER PURPOSES
Summary: This ordinance institutionalizes a comprehensive Newborn Screening System in Naga City, aligning with Republic Act 9288 (Newborn Screening Act of 2004) and DOH guidelines. It aims to ensure that every newborn in the city has the opportunity to undergo screening for heritable conditions that could lead to mental retardation or death if undetected and untreated. The program includes screening for six common disorders and an expanded panel covering 22 more, including Hemoglobinopathies and additional metabolic disorders.
