Summary: The ordinance expands the Naga City Sanggawadan Program to help indigent in-school children, street children, and working children aged 5–17. It provides school fee payments, supplies, scholarships, rice subsidy, free medical care, burial and housing aid, livelihood support, and various training and counseling services. It also creates new social welfare staff positions under the CSWDO and ensures an annual budget of at least ₱12 million starting in 2017.
