Summary: The ordinance updates a previous measure to strengthen the Raul S. Roco-Naga City Public Library (RNCPL) as a hub for literacy, information, and community development. It aims for the library to meet national standards by 2017 and earn a “Satisfactory” rating in all areas by 2019. A Standardization Committee will conduct annual evaluations, while a Public Library Board will develop plans, set budgets, and recommend improvements. Funding for these goals will come from the Local Expenditure Program.
