Summary: This ordinance establishes and institutionalizes the Naga City Council for the Welfare and Protection of Children (NCCWPC) and creates the Children’s Affairs Office (CAO). The NCCWPC serves as the primary policy-making and planning body for child welfare and protection programs in Naga City, tasked with evaluating all relevant programs, projects, and policies
