Summary: This ordinance amends Section 2 of Ordinance No. 2007-024, which governs the transferability of trimobile franchises in Naga City. The primary goal of this amendment is to prevent abuse of the privilege of franchise transfer by imposing additional requirements. While a franchise is generally considered personal and non-transferable, Ordinance No. 2007-024 previously allowed transfers in specific situations: between legitimate spouses and relatives within the second degree of consanguinity, between members of the same cooperative, and under the “boundary-hulog” system.
