Summary: This ordinance revises Ordinance No. 2007-045 to institutionalize the QUEEN Program, ensuring all Naga City children, especially the underprivileged, can complete quality elementary and high school education. It covers student fees and school needs through the Special Education Fund, requires parents to follow school rules and join activities like brigada eskwela, and prohibits keeping kids out of school or illegal fee collections. A management team and Parents Associations will oversee the program, with annual reviews to track participation and completion rates.
