Summary: This ordinance establishes the eSkwela Project in Naga City, setting up e-learning centers in all 27 barangays to serve out-of-school youths and adults (OSYAs). It creates a management committee to implement DepEd’s Alternative Learning System (ALS) through ICT-based education. The ordinance outlines the roles of the committee and centers, and offers support to OSYAs, including health care, school supplies, incentives, and possible college scholarships.
