Summary: This ordinance establishes the “NGO LCMP Originator Accreditation Ordinance of Naga City,” which sets out detailed qualifications and procedures for accrediting Non-Government Organizations (NGOs) as “originators” for Localized Community Mortgage Program (LCMP) projects. The LCMP, implemented through the Social Housing Finance Corporation (SHFC), provides funding to Local Government Units (LGUs) for housing projects benefiting the urban poor. Accredited NGOs are responsible for assisting the Naga City Government and community or homeowners associations in preparing required documents and managing the implementation of LCMP projects.
