Summary: This ordinance, known as Tabang Pang-Negosyo, Hale sa Gobyerno (Livelihood Financial Grant) or Self Employment Assistance Grants (SEAG), provides ₱500 grants as start-up or prop-up capital for Naga City’s urban informal workers, such as vendors, waste recyclers, small transport operators, and other service providers. Beneficiaries must earn below ₱15,000 monthly and submit an application with supporting documents. ₱1 million from the 2003 surplus is allocated to assist about 2,000 grantees across the city’s 27 barangays. The ordinance took effect upon approval.
