Summary: This ordinance establishes the Localized “Tinampo Ta, Atamanon Ta” Program in Naga City to provide emergency employment to marginalized residents, like the unemployed and urban poor. Workers do tasks such as cleaning, drainage desilting, roadside maintenance, garbage management, and community projects. Qualified residents (at least 6 months in the city) earn ₱150 per 8-hour day for 1–3 months, with uniforms and tools provided. The program is managed by a Coordinating Committee and funded with ₱3 million from the 2003 unappropriated surplus.
