Summary/Additional Info:
This ordinance revises Section 22, Article VII of Ordinance No. 98-033 to strengthen the Kaantabay sa Kauswagan Program by:
  • Prohibiting unauthorized sale, transfer, or encumbrance of awarded homelots/house & lots.
  • Imposing graver penalties on both transferors and transferees involved in illegal transactions.
  • Establishing consequences such as forfeiture of rights and cancellation of awards.
  • Introducing monitoring mechanisms via UPAO and accredited urban poor organizations.
  • Providing subrogation rights to qualified next of kin in case of death or surrender.
  • Allowing adjudication of pre-ordinance transfers under strict conditions.
Penalties Include:
  • Transferor: Perpetual disqualification, imprisonment (10 months–1 year), ₱5,000 fine.
  • Transferee: Ejectment, imprisonment (6 months–1 year), ₱2,000–₱4,000 fine.
