AN ORDINANCE TO CONTROL THE PROLIFERATION OF “STREET CHILDREN” IN THE CITY OF NAGA BY PROHIBITING AND PENALIZING THE GIVING OF ALMS IN THE FORM OF MONEY OR ANY OTHER FINANCIAL REMUNERATION TO CHILDREN IN THE STREETS AND ENCOURAGING DONATIONS TO INSTITUTIONS WITH PROGRAMS THAT ADDRESS THE NEEDS OF “STREET CHILDREN” AND FOR OTHER PURPOSES

Summary: This ordinance aims to control the proliferation of “street children” in Naga City and encourage private voluntary initiatives to address their needs. It prohibits and penalizes the direct giving of alms, whether money or any other financial remuneration (e.g., “parking assistance fee”), to children in the streets.
