Summary: Ordinance No. 98-087 amends Ordinance No. 95-059 to update vending guidelines during Naga City’s Peñafrancia Festivities. It adds a new rule allowing transient vendors to occupy specific sidestreets and private lots from September 1 to October 15 and during Trade and Industrial Fairs (up to twice a year for 30 days). It sets booth/stall rates, such as ₱2,000 on Panganiban Avenue, ₱4,000 on Peñafrancia Avenue, and ₱3,000 on private lots (no sidewalk or roadside encroachment). Food/soft drink booths are limited to the Metropolitan Cathedral annex patio (₱1,500). Selling ready-to-wear items is restricted to private lots only. Vendors from Traslacion to Fiesta day get a 50% discount. Rates include all necessary permits and fees. The ordinance took effect upon approval and publication.
