Summary: This ordinance authorizes the annual lease of designated open spaces in the Naga City Public Market to transient vendors during the Peñafrancia Festivities (September 1–October 15, starting 1998). It sets rental rates for areas like the deckfloor, ramps, parking spaces, stair landings, and ground floor spaces along General Luna Street, Zamora Street, and J. Hernandez Avenue. Rates cover all required fees and taxes and increase by 10% annually. The City Mayor or representative and the Market Superintendent manage space allocation, giving priority to Naga City Market Federation members for some areas. Violations can result in a fine up to ₱5,000, imprisonment up to one year, or both. This ordinance repeals Ordinance No. 96-040 and any conflicting provisions.
