Summary: This ordinance, the “Quarrying Ordinance of the City of Naga,” regulates excavation for construction on public and private lands by requiring a City Engineer’s upland certification, a Barangay captain’s permit, and a City Mayor’s permit—automatically canceling prior quarrying/mining permits. It prohibits quarrying earth fill for commercial sale, digging beyond 7 AM–6 PM, and transporting uncovered loads. Operators must submit daily quarry reports weekly, verified by the Barangay captain. Violators face fines of at least P1,000.00 and/or six months to one year imprisonment. The ordinance took effect upon approval and publication.
