Summary: This ordinance bans smoking tobacco, cigars, and cigarettes in public places in Naga City—such as restaurants, markets, public transport, schools, hospitals, government offices, and places of worship—and holds owners, managers, or drivers responsible for enforcement. Government offices must provide designated smoking areas, while private establishments may choose to do so; otherwise, their premises are fully non-smoking. Smoking areas are never allowed in schools, elevators, public vehicles, or flammable storage areas. Violators face fines from P200.00 to P2,000.00, possible imprisonment, permit cancellation, or prosecution. The ordinance repeals inconsistent rules and took effect upon approval and publication.
