AN ORDINANCE MANDATING FOR THE PUBLIC BIDDING OF ALL DELINQUENT STALLS IN THE NAGA CITY PUBLIC MARKET UNDER CERTAIN GUIDELINES

Summary: This ordinance mandates the public bidding of delinquent stalls at the Naga City Public Market when stallholders fail to pay rent or business taxes for two consecutive months. Delinquent stalls are advertised for three weeks in a local newspaper and posted at the market and Treasurer’s Office, and bidders must post a bond equal to 10% of the owed amount (including surcharges and interest). The winning bidder pays the bid price, signs a lease, and assumes occupancy with rental commencing immediately. The City Treasurer–chaired Market Committee oversees the bidding process. The ordinance also repeals conflicting rules and took effect upon approval and publication
