Summary: This ordinance establishes the Naga River Authority (also referred to as the Naga River Council), which is mandated to conduct environmental assessments and implement a comprehensive program for the protection and development of the Naga River, extending to the entire Bicol River Basin. The Authority is empowered to conduct public awareness campaigns, recommend legislative and administrative actions to the City Government, and secure funding from various sources. The City Government is responsible for enforcing the Council’s decisions. The Council comprises members appointed by the Mayor from religious, urban poor, academe, environmental NGO, human rights advocate sectors, and representatives from the City Engineer’s Office and the City Mayor’s office. Members serve three-year terms without salary. An initial appropriation of P200,000.00 is provided for its operations, with automatic annual appropriations thereafter. The ordinance became effective immediately upon its approval.
