Summary: This ordinance mandates that all Naga City infrastructure projects with a total cost of P50,000.00 or below (excluding Citywide Development and PTA Board Funds) be awarded exclusively to registered cooperatives, accredited non-government organizations (NGOs), associations, and barangay councils. This initiative aims to strengthen the cooperative movement and enhance local participation in nation-building. Projects are typically awarded via negotiated “paquiao” contracts by the City Mayor to a qualified entity within the project’s barangay. If no such local entity is available or willing, the project will undergo sealed public bidding. The City is responsible for supplying tools, equipment, and materials, with the contract covering only labor. Project work is to be primarily performed by the members of the awarding entity, though semi-skilled and skilled labor may include non-members residing in the barangay or city. The City Engineer’s Office will provide support, monitor projects, and certify completion and acceptance. Penalties, including forfeiture of accreditation and imprisonment, are imposed on entities found to be fronting for licensed contractors. The ordinance took effect immediately upon its approval.
