Summary: This ordinance, known as the “Katuwang sa Hanapbuhay Program,” regulates sidewalk vending in Naga City by requiring vendors of agricultural products, cooked foods, or dry goods to register with the City Treasurer’s Office and secure a Sidewalk Vendor ID Card, which must be displayed and renewed annually. Vendors must keep their areas clean, provide waste bins, and use only handy containers, as stalls or permanent structures are strictly prohibited and must be removed within 15 days or dismantled by the city at the vendor’s expense. Violations are penalized progressively: reprimand for the first offense, a ₱100 fine for the second, confiscation of goods for the third, and confiscation of both goods and ID for the fourth, with seized items donated to charity; enforcement is handled by City INP Officers and Market Guards.
