Summary: This ordinance amends City Ordinance No. 383, Series of 1971, expanding its scope and increasing penalties for littering. It broadly defines littering to include the careless or intentional scattering, throwing, placing, or depositing of various waste materials, obnoxious matter, or human/animal waste, making any place messy, untidy, or unsanitary. The ordinance prohibits such acts, as well as urinating or defecating, in numerous public or private areas within Naga City, including streets, sidewalks, barangay facilities, school compounds, parks, markets, rivers, and canals. Enforcement is mandated for city officials, police, health officers, and deputized barangay officials, school administrators, and teachers. Penalties for violations are set at a P100.00 fine for the first offense, P200.00 for the second, and P300.00 for the third, with potential subsidiary imprisonment not exceeding six (6) months in case of insolvency, or both fine and imprisonment at the court’s discretion.
