Naga creates body for setting up of new cemetery

The Naga City government has adopted a Sangguniang Panlungsod (SP) resolution calling for the creation of a committee that will spearhead the planned establishment of a new city cemetery, one of the mandates of local government units (LGUs) stated in the Local Government Code of 1991.

A provision in the resolution said that the construction of a public cemetery is a policy of the city government to be able to provide decent and accessible burial services that will give preference to the departed bonafide residents of the city.


Once it becomes operational, the facility’s public service and operations will be maintained and upgraded by the city government.


Councilor Elmer S. Baldemoro, author of Resolution 2022-337A, said that the need to establish a new public cemetery in the city was determined from a research study wherein the perception on four areas of the proposed public cemetery were considered.


The perceptions were anchored on the physical structure, number of internments, safety and security, and cost of internments.


Baldemoro, who is in his third and final term as city councilor, said the study has recommended that the city government needs to organize a technical working committee (TWC) by way of an executive order issued by the city mayor or a resolution enacted by the SP.


The committee’s primary task is to formulate a comprehensive development plan for the cemetery, resolving all stated issues and concerns in the study including the identification of its suitable site or location.

The TWC with the city administrator as chairman has the following compositions, duties, and responsibilities:

1. Review existing standards and regulations on public cemeteries;

2. Identification and assessment of suitable location;

3. Preparation of project development plan and cost estimates;

4. Preparation of project feasibility study; and

5. Identification of funding sources.


The City Planning and Development officer shall work as the committee’s vice chairman. Committee members include: the city engineer, assessor, health officer, treasurer, budget officer, environment and natural resources officer, the department head of the Solid Waste Management Office, chief of Arts, Culture, and Tourism Office, the head of the City Events, Protocol, and Public Information office, the chairmen of the Sangguniang Panlungsod (SP) committees on Appropriations, and Ways and Means, the Liga ng mga Barangay president, and the chairperson of the Naga City People’s Council.
