Naga City Secures Historic Fourth Consecutive Win as the Most Competitive Component City in the Philippines

Naga City has once again proven its competitiveness and exceptional governance as it clinched the Most Competitive Component City in the Philippines title for four straight years. This outstanding feat was announced during the Philippine Creative Cities and Municipalities Congress (PCCMC) held at the Manila Hotel last August 23, 2024.

The Cities and Municipalities Competitiveness Index (CMCI) is a comprehensive annual assessment of Philippine cities and municipalities led by the Department of Trade and Industry (DTI) that ranks local government units (LGUs) based on key competitiveness pillars: Economic Dynamism, Government Efficiency, Infrastructure, Resiliency, and Innovation. This competitiveness framework was developed by Michael Porter; and is also being used in global surveys on competitiveness. Since its inception in 2013, Naga City has been a consistent top performer.

Among the CMCI 2024 Awardees are cities and municipalities who emerged in the following categories:

  • Overall Most Competitive Highly Urbanized City: Quezon City, Metro Manila
  • Overall Most Competitive Component City: Naga City, Camarines Sur
  • Overall Most Competitive 1st-2nd Class Municipality: Cainta, Rizal
  • Overall Most Competitive 3rd-4th Class Municipality: Can-Avid, Eastern Samar
  • Overall Most Competitive 5th-6th Class Municipality: Kauswagan, Lanao del Norte

The top province is Rizal (Region IV-A).

In this historic 4-peat win, Naga also ranked in the Top 3 in all of the 5 competitiveness pillars, a first for the city:

  • 2nd in Economic Dynamism;
  • 3rd in Government Efficiency;
  • 1st in Infrastructure;
  • 2nd in Resiliency; and
  • 3rd in Innovation.

Other component cities in the Philippines who topped this year’s index are: Digos, Davao Del Sur (2nd); Legazpi, Albay (3rd); Tagbilaran, Bohol (4th); and Calapan, Oriental Mindoro (5th).
