Naga City Once Again Demonstrates Accountability and Transparency in the 2019-2025 State of the City Report

On March 25, 2025, Mayor Nelson S. Legacion delivered the State of the City Report (SOCR) in his final term as mayor. In his address, he highlighted the city’s achievements across various sectors—social, economic, culture and arts, environment, and infrastructure—covering the years 2019 to 2025.

Driving Economic Growth and Resilience

In the Economic Sector, which includes businesses, tourism, agriculture, and overall economic performance, Mayor Legacion underscored the city’s unwavering commitment to maintaining its status as the most competitive component city in the country. He also emphasized Naga’s strong support for startup businesses and the steady expansion of the IT-BPM industry, despite the challenges brought by consecutive calamities. These efforts have been instrumental in sustaining the city’s economic growth and success.

Tourism: A Booming Industry

The mayor proudly reported a significant increase in tourist arrivals in 2024, with one million registered visitors generating a total revenue of ₱2.1 billion. This success is attributed to the city’s strategic rebranding efforts, bold initiatives, and careful consultations with key stakeholders. These accomplishments, alongside the overall economic momentum, contributed to a staggering ₱123 billion in total economic gains, reinforcing Naga’s reputation as a thriving destination.

Agricultural Challenges and Recovery Efforts

While the city celebrated economic milestones, Mayor Legacion also acknowledged the setbacks in the agricultural sector, particularly the severe impact of natural calamities, including Tropical Depression Kristine. Despite these challenges, the city remains committed to revitalizing the sector. He highlighted key interventions, such as a ₱3.8 million fertilizer voucher program benefiting 1,000 rice farmers and ₱2.58 million in financial assistance for 516 farmers. These measures reflect the city’s dedication to supporting local farmers and ensuring agricultural recovery.

A Commitment to Transparency and Public Trust

While delivering a SOCR is not a constitutional requirement, Naga City has made it a tradition to uphold transparency and accountability. The report serves as a vital platform to update Nagueños on the city’s accomplishments, policies, programs, and financial standing. By consistently practicing this, the local government reaffirms its commitment to earning and maintaining the trust and confidence of its people.

Through these collective efforts, Naga City continues to pave the way for sustainable growth, proving that with strong leadership and community support, progress remains unstoppable.
