ASAP, or Alisto Serbisyo App, is a platform for easy reporting of emergencies (medical/emergency rescue, fire incidents, situations needing immediate police response, traffic congestion) and other urgent public safety concerns. The city government of Naga treats traffic congestion and situations leading to traffics as emergencies (e.g. road obstructions, dangling cables on roadways, illegal vending, illegal parking, fallen trees/posts on roadways, etc.) Other urgent public safety concerns include excessive noise from neighbors, improper garbage disposal, school truancy and presence of rabid dogs.

This App is meant for use ONLY in the CITY OF NAGA, Camarines Sur, Philippines.

Once emergency is reported, ASAP provides you with information on:

a) The nearest available responder; and
b) The responder’s progress – in terms of travel time and distance – in going top scene of an incident. All emergency vehicles are dispatched by the Naga City Government Central Communications Center (COMCEN).

This app uses wi-fi/mobile data connections and GPS tracking for emergency reporting, determining your locations and giving you updates on the emergency response team. However, if you do not have an Internet connection or are in area with intermittent data signals, you may still report an emergency and get updates thru a call and SMS facility within the app.

You may also use ASAP when you just intend to report an emergency or urgent public safety concern that does not directly involve you, and want to immediately leave the scene of an incident.

ASAP must be used for EMERGENCIES AND OTHER URGENT PUBLIC SAFETY CONCERNS ONLY. Please do not use this for requests for medical, fire bureau, police and public safety services that can be scheduled (e.g. ambulance service transferring a patient to another hospital, etc.) as you may tie down our responders who are needed by other people requiring immediate care. Frequently Asked Questions (FAQs)

1. How do I report an emergency?

a) Your mobile phone’s Location Services must be turned on. You should also have access to wi-fi or mobile data services. Once opened, ASAP will show you a map that pinpoints your location (blue dot). If you do not see this, tap My Location .

b) Tap the appropriate emergency responder icon at the bottom of the screen (medical/emergency rescue, Public Safety Office, Bureau of Fire Protection, police).

c) Press REPORT. This will look for the nearest emergency responder. Then, tap CONFIRM.

d) The map will show where the responder is relative to your location. The bottom of the screen will display details about the responder, as well as how far he/she is from you. If you need to call the responder, tap on his/her mobile number. You may also tap Communications icon to get in touch with the Naga City Central Communications Center (COMCEN) that dispatches emergency response teams.

e) Aside from updates on ASAP, you will get SMS messages every three (3) minutes. This is to ensure that you get informed even if you lose your Internet connection.

f) The Naga COMCEN will call you to get details about the nature of the emergency while the responding team is on the way. Make sure that you are in an area with a good mobile signal so that COMCEN can get in touch with you. Especially for emergency medical cases, please also expect a call from the responder.

g) If you changed mobile numbers after registration, please update your user profile. This is important as COMCEN and the responder use your registered number to call you. If you were unable to update your mobile number before the current emergency situation, please call or text COMCEN immediately after reporting so that we will know how to contact you.

2. What if I am just passing by, am not directly involved or am away from the scene of an incident but would like to report an emergency?

We would appreciate your being able to report the emergency. Before tapping REPORT, press PIN LOCATION then tap on the map to indicate the area where an emergency situation occurred. This will allow us locate the scene of the incident even if you are not within the area. You will get the same updates from us as if you are the person directly involved.

3. What if I need more than one emergency responder?

Except for fire incidents, ASAP will alert and dispatch one emergency responder, the nearest to your location. While the nearest responder is on the way, Naga COMCEN will call you to get details about the nature of the emergency. If more than one responder is needed, COMCEN will dispatch additional response teams. Make sure, therefore, that you are in an area with a strong mobile signal so that COMCEN can immediately get in touch with you. You may also call COMCEN within the app by tapping Communications icon.

For fire incidents, ASAP simultaneously alerts the Bureau of Fire Protection and the city government’s medical rescue/ambulance services.

4. I encountered a traffic accident. What type of emergency assistance should I request?

If the incident is a minor traffic accident, request for police assistance. If human life is at risk, please request for medical rescue. Once the Naga COMCEN has determined, after calling you, that the medical emergency is due to a traffic accident, we will immediately dispatch police responder.

5. Can I report traffic congestion or road obstruction?

Yes, please do. The city government of Naga considers treats traffic congestion and situations leading to traffics as emergencies (e.g. road obstructions, dangling cables on roadways, illegal vending, illegal parking, fallen trees/posts on roadways). The city’s Public Safety Office responds to this type of emergency.

6. What are other urgent public safety concerns?

These refer to peace and order, health, youth, environmental and other concerns that, if not addressed immediately, may lead to crime, community disturbances, medical or other emergencies. These include excessive noise from neighbors, improper garbage disposal, school truancy and presence of rabid dogs. The city’s Public Safety Office responds to these concerns and immediately coordinates with other government agencies.

7. I erroneously reported an emergency situation. Can I cancel the request for assistance?

Just press CANCEL after you have reported an emergency. The Naga COMCEN will call to verify your request for cancellation. Please answer the call immediately. Since you reported an emergency, our responder will proceed to the scene on the assumption that you mistakenly tapped CANCEL. The request for assistance will only be cancelled once COMCEN has verified.

8. I do not have an Internet connection. Can I still use ASAP?

Yes, you can. Once you open ASAP, it will determine if you have an Internet connection. If there is none, the app will direct you to a screen that allows you to call or text our emergency hotlines. You will not see on the map where your responder currently is. However, you will get updates on the responder’s distance, relative to your location, every three minutes, via SMS.

If you were able to initially report using wi-fi or mobile data then lose your Internet connection, just tap Communications icon to call or text us.

9. Can I use ASAP to request for other ambulance/medical, fire bureau or police services?
