
An executive order has been issued to strengthen local access to a safe and sufficient blood supply. Because of this measure, one can say that gone are the days when patients and their families had to scramble for blood to save lives.
Mayor Leni Robredo has designated City Councilor David Casper Nathan A. Sergio as Program Director of the Naga City Blood Program through Executive Order No. 009, signed on July 7, 2025.
The appointment aims to reinforce the city’s efforts to ensure the availability of safe, adequate, and accessible blood—especially during medical emergencies. Robredo emphasized the need for a proactive, well-coordinated, and community-driven program—drawing lessons from recent public health crises that exposed vulnerabilities in the city’s blood supply system.
The executive order highlights the importance of voluntary blood donation as both a public health necessity and a civic duty. It underscores the need for sustained advocacy, strong partnerships, capacity building, and consistent service delivery—key responsibilities now under the leadership of the Program Director.
EO No. 009 also aligns with Department of Health Administrative Order No. 2010-402, which mandates all regions, provinces, and highly urbanized cities to establish their own local blood councils in support of the National Voluntary Blood Services Program. The program promotes blood safety, sufficiency, and timely access to quality blood products.
The directive likewise affirms the city’s commitment as stated in City Ordinance No. 2009-002, which institutionalizes the Naga City Voluntary Blood Donation Program.
Mayor Robredo said that with Councilor Sergio at the helm, the city government hopes to further strengthen its blood program through dedicated leadership and community engagement—ensuring that no Nagueño is left without access to life-saving blood when it is most needed. | via Jason B. Neola
