Summary: This ordinance prohibits the cutting of immature abaca stalks (under 18 months old) in Naga City, holding both planters and contractors liable for violations. All abaca planters and contractors must register and be accredited with the City Agriculturist’s Office, which coordinates with the Fiber Industry Development Authority (FIDA) for monitoring and information drives. Non-accredited individuals are barred from harvesting and ineligible for FIDA assistance. Barangay officials, tanods, FIDA, and City Agriculturist personnel are deputized to enforce the ordinance. Penalties range from a ₱1,000 fine for the first offense to ₱5,000 for the third. The ordinance repeals conflicting measures and took effect upon approval and publication.
