Summary: Ordinance No. 2003-020, known as “The Naga City Bantay-Kataid Ordinance” , institutionalizes the “Bantay-Kataid Program” or Neighborhood Crimewatch Program in Naga City. It establishes the Naga City Bantay-Kataid Council (BANKATCO) and mandates the organization of Bantay-Kataid (BANKAT) Units across the city’s twenty-seven barangays. The program aims to actively involve the community in crime prevention, fighting lawlessness, and cooperating with law enforcement by encouraging neighbors to work together.
