  • Revises Section 3 of the original ordinance to update fees for admission and use of facilities at the Bicol Science and Technology Centrum (BSTC):
    • General Admission: ₱10.00 (Non-student), ₱5.00 (Student)
    • Computer Use Fees:
      • ₱30.00 for the first hour
      • ₱10.00 per additional 30 minutes
      • Free use of BSTC Library PCs for preparatory tasks like info-gathering; non-preparatory use is charged.
  • Updates AVR (Audio Visual Room) rental under Ordinance No. 97-014 to ₱1,200.00/day minimum (airconditioned with equipment).
