Summary: This ordinance regulates the award and operation of special trimobile franchises for Villacorazon Subdivisions I & II and Doña Conchita Subdivision in Barangay Del Rosario, Naga City. Applicants must be registered Naga City voters (for individuals) or accredited entities (for cooperatives) and must own a registered tricycle. Priority is given to existing transportation cooperatives. The franchise is non-transferable and must be surrendered if operations stop. Franchise holders and homeowners’ associations must jointly draft internal rules and a grievance mechanism, in consultation with the Barangay Council. Violations are punishable by ₱1,000–₱5,000 fines, 30 days to 4 months imprisonment, and perpetual disqualification from holding a franchise. The ordinance took effect immediately upon approval.
