Summary: This ordinance, the “Naga City Special Trimobile Franchises Ordinance,” authorizes 100 special trimobile units to operate in seven upper barangays: Balatas, Cararayan, San Isidro, Pacol, Carolina, Panicuason, and Del Rosario. It sets clear areas of operation for each barangay and allows free travel within all seven on Sundays only. Units must be genuine trimobiles (not just motorbikes with sidecars). Applications need recommendations from local transport associations. Violations (like operating outside routes) carry fines, jail time, or loss of franchise after repeat offenses. This ordinance supplements existing transport rules and took effect after approval and publication.
