Summary: This ordinance amends Chapter IX of Naga City’s “Revised Sanitary Code” (Ordinance No. 92-048) by requiring hostesses, hosts, and hospitality girls/boys (now termed Commercial Sex Workers or CSW) to secure an Acquired Immune Deficiency Syndrome (AIDS) Clearance from an accredited government hospital. This clearance is mandatory before the local City Health Office can issue a Working Card. The ordinance prohibits establishments like bars, discos, massage parlors, and nightclubs from employing any CSW without both the required AIDS Test Clearance and Working Card. Violators, including owners, operators, or CSWs, are subject to a fine of Five Hundred Pesos (P500.00) or imprisonment of at least three months, or both, at the court’s discretion. The ordinance became effective upon its approval.
