The Naga City IT-BPM Industry Roadmap Planning Session brought together key stakeholders to chart the city’s vision of being the IT-BPM hub of South Luzon. The event began with Mr. Reuel Oliver, Executive Director of the Investment and Tourism Promotions Office, sharing the city’s targeted goal: 28,000 direct IT-BPM jobs by 2028.
Guest facilitator Mr. Jomari Mercado, Digital Cities Program Consultant with extensive experience in the IT-BPM industry, provided an update on the sector’s growth potential. He emphasized that despite challenges from global competition and emerging technologies, the industry remains well-positioned for expansion.
The Investment and Tourism Promotions Office presented data on Naga City’s talent availability, infrastructure, cost, and business environment which are key metrics that shape the city’s strategic goals. This information provided participants with a solid foundation for further discussions and planning.
In a show of support, Mayor Nelson Legacion shared his commitment to Naga’s vision as an IT-BPM hub, emphasizing the city’s readiness to collaborate with stakeholders to create jobs, improve infrastructure, and foster industry growth. Moreover, Atty. Leni Robredo echoed the transformative impact of the IT-BPM sector in Naga, underscoring how it drives economic growth and sustainable employment.
The workshop, led by Mr. Jomari Mercado, featured a landscape assessment exercise in which participants—including IT-BPM firms, locators, utility providers, and other key stakeholders—conducted a SWOT analysis of the local IT-BPM landscape. A strategic gap analysis was also performed to evaluate the current state, identify actionable steps, and define responsible parties and implementation timelines.
The outcomes and insights from the session will shape the Naga City IT-BPM Industry Roadmap, a foundational guide that will drive the city and its industry partners toward realizing the shared vision and creating substantial economic impact for the city.
