Naga reconstitutes solid waste board to boost civic participation

In a bid to strengthen people-centered governance in all aspects of its operations, including solid waste management, the city government has reconstituted the Naga City Solid Waste Management Board (SWMB) with wider civic sector representation.

Mayor Leni Robredo, through Executive Order No. 027, expanded the board’s composition to include leaders from various civic organizations to help develop the city’s solid waste management plan and integrate the individual plans and strategies of barangays within its jurisdiction.

The EO also mandates continuous consultation with different sectors of the community in crafting policies and programs.

Among the civic sector representatives named to the board are the presidents of the Rotary Club of Naga, Metro Naga Chamber of Commerce and Industry, Rural Improvement Club, Knights of Rizal–Naga City Chapter, Isarog Garden Society Foundation, Inc., Naga City Barangay Kalinigan-Warrior Federation, UP Alumni Association, and the Naga councils of the Boy Scouts and Girl Scouts of the Philippines.

Also represented are the Naga Filipino-Chinese Chamber of Commerce and Industry, Naga City People’s Council, and the Council of the Laity of the Archdiocese of Caceres.

Mayor Robredo chairs the board, with City Councilor Wilfredo Jude Diokno, chair of the Sangguniang Panlungsod Committee on Environment and Energy, and City Councilor Allan Reiz Macaraig, chair of the SP Committee on Disaster Risk and Resiliency, serving as vice-chairpersons.

Other members include Liga ng mga Barangay President Ma. Corazon Peñaflor, SK Federation President Jefson Felix, City Planning and Development Officer Wilfredo Prilles Jr., City Health Officer Dr. Ronaldo Amoranto, Solid Waste Management Officer Engr. Joel Martin, Acting City Agriculturist Ernest E. Asence III, NCPO OIC-City Director PCol. Gilbert Fariñas, DepEd-Naga Schools Division Superintendent Dr. Susan Collano, DILG-Naga CLGOO Elmer Villanueva, and DTI-Camarines Sur Provincial Director Jay Percival Ablan.

The move is seen as a step toward a more inclusive and coordinated approach to addressing the city’s waste management challenges, with government agencies and civic organizations working hand in hand to promote sustainability and environmental responsibility. | via Jason B. Neola
