
Mayor Leni Robredo has issued Executive Order No. 022, establishing the Naga City Emergency Operations Center (EOC) and designating personnel to serve as EOC Manager and Operations Unit Head.
With the creation of the EOC, Nagueños can expect enhanced disaster preparedness and a timelier, coordinated response before, during, and after calamities. The EOC ensures interoperability between the Incident Command System (ICS) and the Response Clusters, strengthening overall response mechanisms.
Serving as the city’s centralized coordination hub for incident management and planned event operations, the EOC acts as a vital link between Incident Management Teams (IMTs) and the Response Clusters. Among its core functions are: Acting as the central repository for disaster-related reports, assessments, and documentation; Hosting convergence activities and ensuring coordinated response through systems for command, control, and communication;
Operating as an advanced command post and ensuring accurate exchange of situational data; monitoring potential and ongoing emergency events 24/7, with emphasis on high-impact scenarios; Disseminating public information and early warning advisories to raise community awareness and preparedness; facilitating coordination among government agencies, non-government organizations, private sector partners, and volunteers during emergencies.
Upon activation, the EOC shall be managed and operated by the EOC Manager, who will supervise all EOC operations and support functions, receive directives from the Responsible Official, lead briefings and situation updates for the City Disaster Risk Reduction and Management Council (CDRRMC), and review reports, plans, and documents for action and approval.
The Operations Unit Head is tasked with guiding operational objectives and implementation, overseeing disaster response coordination, and preparing documentation necessary for operational execution. | via Jason B. Neola
