RESOLUTION ENCOURAGING THE CITIZENS OF NAGA CITY, CAMARINES SUR PRIMARILY ITS JOGGERS, AND BIKERS TO USE PROTECTIVE REFLECTORIZED SAFETY GEAR, ESPECIALLY DURING NIGHTTIME, TO ENSURE THEIR SAFETY AND PREVENT ACCIDENTS : –

WHEREAS, the safety and well-being of citizens, especially those participating in outdoor activities, such as jogging and biking, are of vital importance to the City Government of Naga;

WHEREAS, it is crucial to ensure that both joggers and bikers are visible to other road users, particularly during nighttime, to prevent accidents and promote road safety;

WHEREAS, the proper use of protective and reflectorized gear, such as vests, jackets, and helmets, among others, serve as a visual signal to alert motorists of their presence on the road, significantly reducing the risk of collisions;

WHEREAS, studies have shown that the use of reflectorized safety gear significantly reduces the likelihood of accidents involving pedestrians and cyclists, especially during low-light conditions;

WHEREAS, based on the most recent data from the Department of Transportation and the Philippine Statistics Authority, traffic-related accidents involving pedestrians and cyclists remain a major concern across the country, with the number of fatalities and injuries continuing to rise, especially during nighttime;

WHEREAS, the Philippines has seen an alarming number of traffic-related accidents involving joggers and cyclists. According to the Philippine National Police-Highway Patrol Group, there were 2,634 pedestrian accidents and 1,296 cyclist-related accidents in 2021 alone, a significant portion of which occurred after dark due to low visibility, as of 2021;

WHEREAS, the World Health Organization emphasizes that high visibility safety gear plays a key role in reducing traffic accidents and improving road safety for vulnerable road users like cyclists and pedestrians, pursuant to the WHO, 2020 Road Safety Guideline;

WHEREAS, the City of Naga aims to align itself with global best practices by encouraging the use of safety measures that promote the welfare of its citizens and reduce preventable accidents, while also creating a culture of safety and responsibility within the community;

NOW, THEREFORE, on motion of Hon. Wilfredo Jude A. Diokno, duly seconded by Hon. David Casper Nathan A. Sergio, Hon. Jessie R. Albeus, and Hon. Francisco M. Mendoza;

BE IT RESOLVED, as it is hereby resolved, by the Sangguniang Panlungsod of the City of Naga, that:

  1. The citizens of Naga City, specifically its joggers and bikers, are encouraged to use and wear protective reflectorized safety gears, especially during nighttime for their safety and to
    prevent accidents ;
  2. The Public Safety Office and the Naga City Police Office shall intensify monitoring and enforcement of traffic regulations, particularly those that ensure the protection of pedestrians
    and cyclists, such as the use of appropriate signage and lighting in key areas;
  3. The City shall exert awareness efforts of the importance of wearing reflective safety gear, highlighting its life-saving benefits; and finally
  4. The City will ensure that public roadways, bike lanes, and jogging paths are properly lit and maintained to provide safer environment, especially during evening and nighttime.

LET COPIES of this resolution be furnished to Her  honor, the City Mayor, and to the Naga City Police Office, the Public Safety Office, and to other concerned offices, for their information and guidance.
