RESOLUTION RESPECTFULLY URGING THE DEPARTMENT OF BUDGET AND MANAGEMENT (DBM) TO RESPOND FAVORABLY TO THE AUGUST 18, 2025 LETTER-REQUEST OF THE PHILIPPINE ASSOCIATION OF LOCAL GOVERNMENT ACCOUNTANTS (PhALGAs) , SEEKING THE ISSUANCE OF A POLICY CLARIFICATION THAT WILL RESOLVE THE IMPASSE IN LOCAL GOVERNMENT UNITS (LGUs) ON THE RELEASE OF PHILHEALTH KONSULTA BENEFITS FOR HEALTH PROFESSIONALS AND WORKERS:-

Resolution 2025-076 urges the Department of Budget and Management (DBM) to issue a policy clarification on the release of PhilHealth Konsulta benefits.

  • Problem: LGUs face an impasse due to unclear budget guidelines, delaying benefits for health workers.
  • Impact: Affects morale and hampers effective implementation of the Konsulta Program.
  • Action: DBM is asked to provide a budget circular/policy to ensure lawful disbursement and proper compensation.
  • Commitment: Naga City affirms support for its health professionals and workers as vital frontliners.
