ORDINANCE NO. 2026-094

AN ORDINANCE GRANTING BIG R GAMING CORPORATION THE AUTHORITY TO OPERATE ELECTRONIC BINGO AT VILLA CACERES HOTEL, MAGSAYSAY AVENUE, NAGA CITY FOR A PERIOD OF THREE (3) YEARS COMMENCING FROM THE DATE OF APPROVAL, SUBJECT TO CERTAIN REGULATIONS

Be it ordained by the Sangguniang Panlungsod of the City of Naga, that:

GRANT OF FRANCHISE — Big R Gaming Corporation is hereby granted a franchise to operate electronic bingo at the Villa Caceres Hotel, Magsaysay Avenue, Naga City, for a period of three (3) years commencing from the date of approval of this ordinance, but in no case shall it extend beyond the validity of the gaming license issued by Philippine Amusement and Gaming Corporation (PAGCOR).

SECTION 1.

SECTION 2. REGULATORY MEASURES — The franchise granted herein is subject to the faithful and strict compliance by Big R Gaming Corporation of the regulatory provisions found in Ordinance No. 2008-008, and with respect to the playing time for hotel guests, the same may be fixed earlier than provided in the said ordinance, provided that gaming hours of the bingo facility shall not exceed fifteen (15) hours on any 24-hour day.

A franchise fee of Seventy Five Percent (75%) of One Percent (1%) of the gross annual revenue of the operator and other regulatory fees as may be determined by the City Treasurer are hereby imposed which shall be payable yearly to the City Treasurer’s Office.

SECTION 3. TAXES

SECTION 4. RESERVATION — The rights, privileges and authority herein granted is subject to the provisions of regulatory ordinance that may hereinafter be imposed by the City Government, in view of its regulatory powers and in the light of the provisions of Presidential Decree No. 1869, as amended by Republic Act No. 9487.

SECTION 5. EFFECTIVITY — This ordinance shall take effect upon its approval.
