ORDINANCE NO. 2026-089

AN ORDINANCE INCREASING THE THERAPY ASSISTANCE FOR INDIGENT CHILDREN WITH
DISABILITIES IN THE CITY OF NAGA TO TEN THOUSAND PESOS (P10,000.00) PER ANNUM
PER BENEFICIARY, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES:-

EXPLANATORY NOTE

Pursuant to Ordinance No. 2020-072, otherwise known as the Persons with Disability Code
of Naga City, the City Government of Naga, through the Persons with Disability Affairs Office
(PDAO), currently extends financial assistance to indigent children with disabilities who
require therapy services such as occupational, speech, behavioral, physical, and other forms
of rehabilitation or developmental intervention. At present, the assistance provided is Five
Thousand Pesos (P5,000.00) per annum per qualified beneficiary.

While this program has significantly contributed to improving access to essential therapy
services for children with disabilities, the continued rise in the cost of medical, therapeutic,
and rehabilitative services has rendered the current assistance insufficient to meaningfully
defray expenses, particularly for cases requiring sustained or multi-session interventions
over the course of a year.

Therapy services are critical and time-sensitive interventions that directly impact the
developmental outcomes, functional independence, and long-term quality of life of children

with disabilities. Any delay or interruption in these services may result in regression of
skills, reduced developmental gains, and increased long-term care burdens on families and
the local government.

In light of these considerations, there is a compelling need to increase the existing financial
assistance to a more responsive level of Ten Thousand Pesos (P10,000.00) per annum per
beneficiary. This adjustment seeks to strengthen the City’s commitment to inclusive
development, uphold the rights and welfare of persons with disabilities as mandated under
Republic Act No. 7277, as mandated, and ensure that indigent families are better supported
in accessing essential rehabilitative services.

BE IT ORDAINED therefore by the Sangguniang Panlungsod of the City of Naga, that:

SECTION 1. Title. This Ordinance shall be known as the “Increased Therapy Assistance
Ordinance for Indigent Children with Disabilities of the City of Naga.”

SECTION 2. Declaration of Policy. It is the policy of the City Government of Naga to promote
the welfare, development, rehabilitation, and social inclusion of children with disabilities by
providing accessible financial assistance for therapy services necessary to improve their
physical, behavioral, communicative, developmental, and functional capacities.

SECTION 3. Objectives. This Ordinance aims to:
a) Increase the financial assistance provided by the City Government to indigent children
with disabilities requiring therapy services;
b) Reduce the financial burden of families in accessing rehabilitation and developmental
interventions; and,
c) Promote early intervention and continuous therapy to maximize the developmental
potential of children with disabilities.

SECTION 4. Coverage. This Ordinance shall apply to indigent children with disabilities who:
a) Are holders of a valid Persons with Disability (PWD) Identification Card issued by the
Persons with Disability Affairs Office (PDAO) of the City of Naga; and

b) Are medically or professionally assessed to require occupational, behavioral, speech,
physical, or other forms of therapy for rehabilitation or child development.

SECTION 5. Therapy Assistance. Each qualified beneficiary shall be entitled to financial
assistance in the amount not exceeding Ten Thousand Pesos (P10,000.00) per annum per
beneficiary intended to partially defray the cost of prescribed therapy services and any
excess shall be shouldered by the parent or guardian.

The release of assistance shall be subject to availability of funds and compliance with
documentary requirements, as well as existing government budgeting, accounting, and
auditing laws, rules, and regulations.

SECTION 6. Documentary Requirements. Applicants shall submit the following:
1. Letter-request addressed to the City Mayor;
2. Duly accomplished Service Request Form;
3. Quotation or cost estimate issued by a public or private clinic, rehabilitation center,
hospital, or licensed therapy provider located in Naga City or outside Naga City indicating
the recommended therapy services;

(CSWDO);
5. Valid PWD Identification Card issued by the Persons with Disability Affairs Office (PDAO)
of the City of Naga;
6. Valid ID of the claimant either the parent or guardian; and
7. Official Receipt or certification of payment of previous year availment.

SECTION 7. Implementing Office. The Persons with Disability Affairs Office (PDAO), in
cooperation with concerned barangays through Barangay PWD Affairs Workers
(BaPDAWs), shall assist qualified beneficiaries in the preparation and completion of
documentary requirements and facilitate access to the program. The PDAO shall also assist
the beneficiary in the enrolment to Philhealth YAKAP Program.

SECTION 8. Source of Funds. The amount necessary for the implementation of this
Ordinance shall be appropriated in the annual budget of PDAO.

SECTION 9. Separability Clause. If any provision of this Ordinance is declared
unconstitutional or invalid, the remaining provisions not affected shall continue to be in full
force and effect.

SECTION 10. Repealing Clause. All ordinances, resolutions, executive issuances, rules, and
regulations inconsistent with this Ordinance are hereby repealed, amended, or modified
accordingly.
