AN ORDINANCE ESTABLISHING THE GLOBAL NAGUENYOUTHS PROGRAM TO EXPAND YOUTH ACCESS TO NATIONAL AND INTERNATIONAL OPPORTUNITIES THROUGH INFORMATION, APPLICATION READINESS, MENTORSHIP, LINKAGES, AND GLOBAL-TO-LOCAL RETURN SERVICE:-

Explanatory Note

Too many young people are not held back by a lack of talent. They are held back because opportunities  never reach them, remain within limited circles, or come without the guidance needed to pursue them.
Across Naga City are young people with the ability and ambition to excel in scholarships, fellowships, exchanges, internships, training programs, and other national and international opportunities. Yet many never reach the point where their merit can be seen. Information may not reach their school, barangay, or community. The process may feel unfamiliar or overwhelming. Some have no mentor or institution to help them begin.

This concern was also identified during consultations for the Local Youth Development Plan, where young people called for wider access to opportunities and stronger guidance and institutional support. An application never attempted may mean an education not pursued, a career path left undiscovered, or an idea left undeveloped. When opportunity depends on privilege, proximity, or personal connections, talent is not only overlooked. It is lost.
The City Government cannot promise every applicant an acceptance or finance every journey. It can, however, help ensure that young Nagueños are informed, prepared, connected, and given a fair chance to put their abilities forward. This is the purpose of Global Naguenyouths.
Guided by the principle “Think Global, Act Local,” the Program will help young Nagueños engage with wider ideas, opportunities, and networks while applying what they gain to the needs and aspirations of Naga. Knowledge should deepen service. Experience should strengthen leadership. Success should make the path more accessible for those who follow.

Through this measure, Naga City affirms that opportunity must not remain confined to familiar circles. It must extend to every young Nagueño with the courage to rise—returning to the City a beacon of service leadership and a wellspring of hope.

Be it ordained by the Sangguniang Panlungsod of the City of Naga, in session assembled:

SECTION 1. SHORT TITLE.
This Ordinance shall be known as the “Global Naguenyouths Ordinance of Naga City.”

SECTION 2. DECLARATION OF POLICY.
It is hereby declared the policy of the City of Naga to democratize access to legitimate national, ASEAN, international, and intercultural opportunities and to nurture young Nagueños who are globally capable, locally grounded, and committed to the service of Naga. The City recognizes that talent is widely distributed, but access to information, guidance, mentorship,
networks, and institutional support is not. It shall therefore implement Global Naguenyouths as its principal mechanism for widening opportunity access, strengthening application readiness, building institutional linkages, and translating wider learning and experience into local public value.
The Program shall advance the Global Mobility agenda of the Naga City Youth Development Plan.

SECTION 3. OBJECTIVES.
This Ordinance seeks to:
1. Make legitimate national, ASEAN, international, and intercultural opportunities more visible and accessible to young Nagueños;
2. Strengthen their capacity to prepare truthful, complete, and competitive applications;
3. Connect applicants, particularly those with limited access to guidance or networks, with volunteer mentors, credible institutions, and potential external support;
4. Encourage persistence by directing applicants, when practicable, to other suitable opportunities,
future application cycles, or areas for improvement; and
5. Ensure that knowledge, experience, and networks gained through the Program are translated into
meaningful benefits for other young Nagueños and the City.

SECTION 4. DEFINITION OF TERMS.
For purposes of this Ordinance:
1. Global Naguenyouths Program refers to the citywide mechanism established under this Ordinance to expand youth access to opportunities through information, application readiness, mentorship, institutional linkages, referrals, and global-to-local return service;
2. Global Mobility refers to the ability and opportunity of young people to access and participate in national, ASEAN, international, or intercultural education, training, employment, leadership, professional development, exchange, and civic-engagement opportunities, whether undertaken in person, virtually, or through hybrid means;
3. Young Nagueño refers to a bona fide resident of Naga City who is fifteen (15) to thirty (30) years of age;
4. Applicant refers to a young Nagueño who seeks information, guidance, mentorship, referral, endorsement, or other assistance under the Program in pursuing a Global Opportunity;
5. Participant refers to a young Nagueño who has been accepted into or has taken part in a Global Opportunity with assistance, referral, endorsement, or designation under the Program;
6. Global Opportunity refers to a legitimate national, ASEAN, international, or intercultural program, activity, or placement that broadens a young person’s knowledge, skills, experience, networks, or participation beyond the local setting. It includes scholarships, fellowships, exchanges, internships, training programs, competitions, conferences, research programs, volunteer activities, cultural and sports programs, innovation challenges, employment-related opportunities, and similar development opportunities;
7. Verified Opportunity refers to a Global Opportunity whose official source, organizer, basic terms, eligibility requirements, application process, and available funding information have been reasonably reviewed by the Naga City Youth Development Office. Such verification shall not constitute a guarantee of selection, funding, safety, organizer performance, or successful participation;
8. Mentor refers to a volunteer or representative of a partner institution who provides an applicant with guidance, technical feedback, professional insight, application review, interview preparation, or other appropriate support under the Program;
9. Program Referral refers to a certification, recommendation, or referral issued by the Naga City Youth Development Office to connect an applicant with a Verified Opportunity or partner institution. It shall not constitute a formal endorsement in the name of the City unless issued through the duly authorized City official or office, nor shall it guarantee selection, funding, or participation; and
10. Return Service refers to a reasonable and proportionate activity through which a participant shares or applies the knowledge, skills, experience, or networks gained through a Global Opportunity for the benefit of other young Nagueños or the City.

SECTION 5. ESTABLISHMENT OF THE GLOBAL NAGUENYOUTHS PROGRAM.
There is hereby established the Global Naguenyouths Program, which shall serve as the City’s dedicated youth mechanism for:
1. Opportunity identification, reasonable verification, and dissemination;
2. Application readiness and guidance;
3. Volunteer mentorship;
4. Program referrals and facilitation of appropriate City endorsements;
5. Institutional linkages and external resource mobilization; and
6. Global-to-local return service.

Guided by the principle “Think Global, Act Local,” the Program shall help young Nagueños access wider ideas, opportunities, and networks and apply what they gain to the needs and aspirations of Naga.

The Program shall prioritize fully or substantially funded opportunities and virtual, hybrid, or other externally supported arrangements that minimize the financial and logistical requirements of the City Government.

SECTION 6. GLOBAL NAGUENYOUTHS OPPORTUNITIES BULLETIN.
The Naga City Youth Development Office, hereinafter referred to as the NCYDO, shall maintain and update as necessary an accessible Global Naguenyouths Opportunities Bulletin through existing city platforms, partner channels, physical bulletin boards, and other practical means. Each posting shall, whenever information is available, indicate:

  1. The official organizer and source;
  2. Eligibility requirements and application deadline;
  3. Required documents and official application process or link;
  4. Funding coverage and known participation costs;
  5. Whether the opportunity is fully funded, partially funded, self-funded, virtual, hybrid, domestic, or
    international; and
  6. Available Program or partner support.
  7. The NCYDO shall prioritize opportunities from government agencies, recognized educational institutions, intergovernmental organizations, established foundations, registered organizations, professional institutions, and other reasonably verifiable entities.
    Publication in the Bulletin shall signify only that reasonable verification has been undertaken. It shall not guarantee selection, funding, employment, visa issuance, travel clearance, safety, organizer performance, or any other outcome. Applicants shall remain responsible for reviewing and complying
    with the official terms and requirements of each opportunity.

SECTION 7. APPLICATION READINESS AND MENTORSHIP.

The NCYDO shall provide or facilitate practical application-readiness support, subject to demand, available resources, and partner participation. Such support may include:

  1. Opportunity matching and application planning;
  2. Résumé, curriculum vitae, personal statement, and application essay development;
  3. Interview preparation and mock interviews;
  4. Project proposal, advocacy plan, digital portfolio, and professional-profile preparation;
  5. Guidance on documentary, passport, visa, and related requirements;
  6. ASEAN awareness, intercultural competence, and responsible representation; and
  7. Awareness on fraud, trafficking, unsafe recruitment, and deceptive opportunities.

Reasonable priority shall be given to first-time applicants and young people with limited access to institutional guidance. An applicant who is ineligible, has missed an application period, or is unsuccessful shall, whenever practicable, be guided toward another suitable opportunity, a future application cycle, or areas for improvement.

The NCYDO may organize a volunteer Global Naguenyouths Mentors Network composed of former scholars, fellows, exchange participants, professionals, educators, researchers, entrepreneurs, artists, athletes, overseas Nagueños, youth leaders, and other qualified persons.

Mentors may provide consultations, application review, mock interviews, professional guidance, and opportunity referrals. They shall guide applicants without taking over, falsifying, or misrepresenting their work.

Mentorship shall generally be voluntary and shall not create an employer-employee relationship with the City Government. No mentor shall demand or receive payment from an applicant for assistance provided under the Program, guarantee any outcome, misuse personal information, solicit political or personal favors, or exploit the mentoring relationship for private advantage.

The NCYDO may remove a mentor from the Network for misconduct, conflict of interest, breach of confidentiality, material misrepresentation, exploitation, or violation of Program standards.

SECTION 8. PROGRAM REFERRALS, CITY ENDORSEMENTS, AND INSTITUTIONAL LINKAGES.

The NCYDO may issue Program certifications and referrals and may facilitate formal City endorsements
through the duly authorized City official or office when required by a legitimate opportunity.
Requests for program referral or formal city endorsement shall be evaluated based on:

1. Residency and applicant eligibility;
2. Legitimacy of the opportunity;
3. Completeness and truthfulness of the application;
4. Merit, readiness, and demonstrated effort of the applicant; and
5. Relevance of the opportunity to the applicant’s development, the City’s youth-development priorities,
or the public interest of Naga City.

No endorsement from an elected official, political organization, school official, or private individual shall be required merely to access the Program or participate in its ordinary services.
A Program referral or City endorsement shall not guarantee selection, sponsorship, employment, visa issuance, travel approval, or financial assistance.

The City, through the NCYDO and subject to applicable laws and authority, may pursue institutional linkages with government agencies, educational and training institutions, embassies, international organizations, foundations, professional and civil-society organizations, private institutions, alumni networks, overseas Nagueños, and other entities capable of providing opportunities, mentorship, sponsorship, training, technical assistance, or in-kind support.
Such linkages shall be non- exclusive and shall prioritize fully funded or externally supported opportunities, volunteer participation, resource-sharing, and arrangements that minimize additional City expenditure. No partnership or institutional linkage shall be used to advance partisan political interests or grant preferential access contrary to this Ordinance.

SECTION 9. INCLUSIVE AND EQUITABLE ACCESS.
Services directly provided by the City under Global Naguenyouths shall be free of application or participation fees. The NCYDO shall undertake reasonable efforts to reach young Nagueños with limited access to opportunity information, guidance, or institutional support, including:

1. Public-school and state-university students;
2. Out-of-school, working, and job-seeking youth;
3. Youth from low-income households and underserved communities;
4. Persons with disabilities and young parents;
5. Young entrepreneurs, artists, athletes, researchers, and innovators; and
6. Other underrepresented youth sectors.

Access to the Program shall not be limited to youth officials, officers of established organizations, academic honor students, or persons with previous national or international experience.
Sangguniang Kabataan councils, barangays, schools, universities, and youth organizations may assist in disseminating opportunities and referring applicants without being required to establish a separate program or incur additional expenditure.

SECTION 10. THINK GLOBAL, ACT LOCAL RETURN SERVICE.

A participant who receives formal City endorsement, substantial individualized assistance as determined under the implementing guidelines, or designation as an official City youth representative through Global Naguenyouths may be required to complete one reasonable and proportionate return-service activity.

Return service may consist of:

1. Mentoring or guiding another applicant;
2. Assisting in an application clinic or opportunity orientation;
3. Conducting a learning or echo session;
4. Preparing an open-access guide, resource, or learning material;
5. Submitting a policy, program, or community recommendation;
6. Sharing verified opportunities with schools, barangays, or youth organizations;
7. Connecting the City or local youth sector with an institution or network encountered through the opportunity; or
8. Applying relevant learning through an existing City, barangay, school, community, or youth initiative.

Return service shall be proportionate to the assistance received. It shall not create an employer- employee relationship or require unreasonable personal expenditure.

Its purpose is to ensure that the benefit of an opportunity does not end with one participant, but returns to Naga through knowledge, service, stronger connections, and wider opportunities for others.

SECTION 11. LEAD IMPLEMENTING OFFICE.

The NCYDO shall be the lead implementing office of Global Naguenyouths.
The head of the NCYDO shall designate a qualified member of its existing personnel as Program Focal
Person, in addition to the personnel’s regular duties and without creating a new position.

The NCYDO shall:

  1. Administer the Program through existing personnel, facilities, platforms, and resources;
  2. Maintain the Global Naguenyouths Opportunities Bulletin;
  3. Coordinate application-readiness activities, mentors, and institutional partners;
  4. Develop simplified procedures for applicant assistance, Program referrals, and the facilitation of formal city endorsements;
  5. Maintain appropriate Program records in accordance with data-privacy requirements;
  6. Coordinate return-service activities; and
  7. Monitor program outcomes and incorporate them into the City’s regular youth-development reporting.

The Sangguniang Kabataan Federation of Naga City shall support the Program through citywide and barangay-level opportunity dissemination, applicant referral, youth-sector linkages, mentor and alumni mobilization, and return-service activities, using its existing structures and available resources. The Naga City Council for Youth Development may provide policy guidance, sectoral linkages, partnership support, and periodic Program review. Other City offices may extend technical or administrative assistance within their respective mandates
and available resources. Nothing in this Ordinance shall require any participating office or body to create a separate unit, appoint additional personnel, incur an unfunded obligation, or assume functions beyond its lawful mandate.

SECTION 12. SAFEGUARDING, ETHICAL CONDUCT, AND DATA PRIVACY.

The implementation of Global Naguenyouths shall comply with applicable laws, rules, and policies on child protection, anti-trafficking, data privacy, and safeguarding.

The NCYDO shall:

1. Collect only information reasonably necessary for Program administration;
2. Secure appropriate consent and, when required by law, parental or guardian consent for minors;
3. Restrict access to personal information to authorized persons;
4. Adopt reasonable safeguards for online and face-to-face activities;
5. Prohibit discrimination, harassment, exploitation, political solicitation, and unauthorized commercial
promotion; and
6. Provide an accessible mechanism for reporting inappropriate conduct or possible violations.
Upon reasonable grounds and in accordance with the implementing guidelines, the city may suspend,
delist, or remove any opportunity, mentor, partner, applicant, or participant from the Program for fraud,
material misrepresentation, exploitation, unsafe conduct, serious misconduct, breach of confidentiality,
or violation of Program standards, without prejudice to referral to the proper authorities.

SECTION 13. RESOURCE, FISCAL, AND LOGISTICAL SAFEGUARDS.

Global Naguenyouths shall be implemented through existing city structures and resources. It shall not create a new department, division, permanent position, or plantilla item.
Participation, qualification, referral, endorsement, or selection under the Program shall not create a right or entitlement to financial assistance, subsidy, reimbursement, allowance, or travel support from the city.

The Program shall not ordinarily finance or arrange airfare, accommodation, passport or visa processing, insurance, registration fees, allowances, transportation, private itineraries, or other participation requirements. The City shall not act as a travel or recruitment agency, immigration guarantor, or insurer of any applicant or participant.

The NCYDO shall prioritize fully funded or externally supported opportunities, organizer assistance, institutional sponsorships, volunteer engagement, grants, donations, resource-sharing, and other partnerships that minimize additional city expenditure. Existing city personnel, facilities, platforms, equipment, and programs shall be utilized whenever practicable.
No activity requiring expenditure shall be undertaken without an available and lawful appropriation and compliance with applicable budgeting, accounting, auditing, procurement, and other government rules. Nothing in this Section shall prevent the city from separately authorizing official representation, travel, or financial assistance under another lawful program, appropriation, ordinance, resolution, or partnership. Such assistance shall not be automatic or deemed an entitlement under Global Naguenyouths.

SECTION 14. MONITORING AND PUBLIC ACCOUNTABILITY.
The NCYDO shall include a concise Global Naguenyouths report in the City’s regular annual youth-development reporting.
To the extent information is available, the report shall include:

  1. The number and types of Verified Opportunities disseminated;
  2. The number of young Nagueños reached or assisted, including first-time applicants and
    underrepresented youth sectors;
  3. The number of applications completed with Program support;
  4. The number of applicants guided toward another opportunity, future application cycle, or area for improvement;
  5. Known acceptances, placements, scholarships, awards, and other successful outcomes;
  6. Active mentors, institutional partners, and external resources accessed; and
  7. Return-service activities and local benefits generated.

Program performance shall be measured primarily through completed applications, successful outcomes, continuity of applicant support, equitable access, institutional linkages, external resources leveraged, and benefits returned to the community. It shall not be measured merely by the number of seminars, meetings, or publicity activities conducted.

No personal or sensitive information shall be publicly disclosed without lawful basis or appropriate consent.

SECTION 15. IMPLEMENTING GUIDELINES.
Within sixty (60) days from the effectivity of this Ordinance, the NCYDO, in consultation with the Naga City Council for Youth Development and relevant City offices, shall issue simplified implementing guidelines covering:

  1. Opportunity verification and publication;
  2. Applicant registration, assistance, and referral;
  3. Mentor qualifications and standards of conduct;
  4. Program referral and City endorsement procedures;
  5. Safeguarding and data-privacy measures;
  6. Return-service arrangements; and
  7. Monitoring and reporting.
  8. The implementing guidelines shall remain consistent with the accessible, inclusive, collaborative, and
    fiscally responsible character of Global Naguenyouths.

SECTION 16. FUNDING AND RESOURCE MOBILIZATION.

The amounts necessary for the implementation of this Ordinance shall be charged against existing
appropriations of the NCYDO and participating offices, subject to the availability of funds and applicable
laws, rules, and regulations.

Nothing in this Ordinance shall be construed as requiring a minimum annual appropriation.
The city may accept or facilitate lawful grants, donations, sponsorships, technical assistance, and in-kind
support for Program purposes through duly authorized City officials and processes, subject to applicable
accounting, auditing, ethical, and acceptance requirements.

SECTION 17. SEPARABILITY CLAUSE.
Should any provision of this Ordinance be declared unconstitutional or invalid, the remaining provisions not affected thereby shall continue to be in full force and effect.

SECTION 18. REPEALING CLAUSE.
All ordinances, rules, regulations, executive issuances, or parts thereof inconsistent with this Ordinance are hereby repealed, amended, or modified accordingly.
