ORDINANCE NO. 2026-073

AN ORDINANCE DECLARING THE THIRD WEEK OF JULY OF EVERY YEAR, AS ACCOUNTANCY WEEK IN THE CITY OF NAGA:-

Explanatory Note

The accountancy profession is a cornerstone of transparency, accountability, and integrity in both public governance and private enterprise. Accountants safeguard the trust of the people by ensuring that financial records are accurate, reliable, and compliant with the highest standards of ethics.

In recognition of their indispensable role in promoting fiscal discipline, strengthening economic growth, and upholding good governance, it is fitting that the City Government of Naga dedicates a week each year to honor accountants and their esteemed profession.

Declaring Accountancy Week will not only highlight the contributions of accountants but will also inspire students and young professionals to pursue excellence in this noble field. It will foster collaboration between the City Government, academic institutions, and professional organizations, thereby enriching the civic and economic life of our community.

This ordinance is therefore respectfully submitted for the approval of this august body.

BE IT ORDAINED by the Sangguniang Panlungsod of the City of Naga, that:

SECTION 1. TITLE. This ordinance shall be known as the “Accountancy Week Ordinance of Naga City.”

SECTION 2. DECLARATION OF POLICY. It is hereby declared the policy of the City Government of Naga to recognize and honor the vital role of the accountancy profession in fostering transparency, accountability, and integrity in both public governance and private enterprise. The City acknowledges the contribution of accountants in strengthening fiscal discipline, promoting economic growth, and ensuring the trust of the people in financial institutions.

SECTION 3. ACCOUNTANCY WEEK. The third week of July of every year, is hereby declared as Accountancy Week in the City of Naga.

SECTION 4. OBJECTIVES. Accountancy Week shall aim to:

  • Promote awareness of the importance of the accountancy profession in society.
  • Encourage students and young professionals to pursue excellence in the field of accountancy.
  • Strengthen partnerships between the City Government, academic institutions, and professional organizations of accountants.
  • Provide opportunities for continuing education, community service, and civic engagement led by accountants and accountancy students.

SECTION 5. ACTIVITIES. The City Government of Naga, through the City Accounting Office, in coordination with the City Events, Protocol and Public Information Office (CEPPIO), Philippine Institute of Certified Public Accountants (PICPA) Camarines Sur Chapter, academic institutions, and other stakeholders, shall organize activities such as:

  • Public fora and seminars on financial literacy and good governance.
  • Recognition ceremonies for outstanding accountants and accountancy students.
  • Community outreach programs highlighting the role of accountants in nation-building.
  • Exhibits and competitions showcasing innovations in accounting education and practice.

SECTION 6. EFFECTIVITY. This ordinance shall take effect immediately upon approval.

ENACTED: July 7, 2026
