This ordinance mandates the registration of all canine pets in Naga City to address the increasing number of stray animals and issues related to irresponsible pet ownership. The registration program, which is based on the provisions of the “Anti-Rabies Act of 2007,” will be implemented by the City Veterinary Office (CVO). Pet owners must register their dogs within one year of the ordinance’s effectivity through microchipping, a dog tag, or a Health Card. The CVO will maintain a Pet Registry Database. Pet owners who refuse to register their pets are subject to penalties, in addition to mandatory registration.

AN ORDINANCE MANDATING THE REGISTRATION OF ALL CANINE PETS IN NAGA CITY, PROVIDING FEES AND PENALTIES FOR VIOLATIONS THEREOF:-

Explanatory Note
The increasing number of stray animals in the City of Naga and the irresponsible ownership of pets, particularly dogs, across all barangays continue to pose risks to public health, sanitation, safety and animal welfare. Residents across all barangays also cite stray dogs and roaming pets as the main cause of scattered garbage and fecal contamination in streets.
One of the recommendations of the City Veterinary Office to address this concern is a comprehensive system of registration, identification, and data management through dog tags, health cards, or microchip implants which is recognized as an effective means of pet identification thereby promoting responsible pet ownership and deterring their neglect.
Pursuant to this objective of an effective and efficient monitoring system and in order to strengthen the enforcement capabilities of the City Veteranary Office, be it therefore ordained by the Sangguniang Panlungsod of Naga, in session assembled, that:
SECTION 1. TITLE. This ordinance shall also be known as the “Pet Dog Registration Ordinance of Naga City“;
SECTION 2. DEFINITION OF TERMS. For purposes of this ordinance, the following terms shall be defined as follows:
a. Owner means any person keeping, harboring, or having charge or control of, or permitting any dog to habitually be or remain in, or be lodged or fed within a person’s yard, house, or premises;
b. Stray Dog any domesticated canine wandering in public or private places not securely fenced, unrestrained without body harness or collars and leash or not under complete control of the owner or the person in-charge in possession of the animal;
c. Microchip – a small electronic device implanted under an animal’s skin containing a unique ID linked to the owner’s contact details;
d. Dog Tag a small tag to be attached to the dog’s collar which may include a QR code which may be scanned for easy identification;
e. Health Card an identification card which may include a QR and contains vaccination details, image, and other information about the pet dog;
f. Pet Registry Database a centralized databased maintained by the City Government for tracking pet information and ownership;
SECTION 3. LEGAL BASIS. Republic Act No. 9482 or the “Anti-Rabies Act of 2007”, under Section 5 thereof, provides for the mandatory registration of all dogs as the duty of all pet owners. The same law, under Section 7, also provides that it shall be the responsibility of LGUs to ensure that all dogs are registered and issued a corresponding dog tag.
SECTION 4. PET REGISTRATION PROGRAM. Through the City Veterinary Office as the primary implementing office, all domesticated canine pets within Naga City must be registered either through microchipping, provision of dog tag, or a Health Card within one (1) year from the effectivity of this ordinance. Each registered dog shall contain the following information, subject to compliance with the pertinent provisions of the Data Privacy Act, to be encoded in the Pet Registry Database which shall be handled and regularly updated by the City Veterinary Office:
a. Unique identification number;
b. Owner’s full name and address;
c. Contact Number;
d. Pet’s name, age, breed, sex;
e. Vaccination Status;
f. Other information which may be deemed necessary by the CVO shall also be included in the database;
For this purpose, the City Veterinary Office shall conduct regular barangay-level pet registration drives simultaneous with their conduct of information campaigns about responsible pet ownership and rabies vaccination.
SECTION 5. FEES. The following fees, for each pet, shall be applicable depending on the type of registration to be availed:

A subsidy of Fifty Percent (50%) discount on the e-health card shall be granted to pet owners during the regular barangay-level campaigns to be conducted in partnership with the 27 Barangays of Naga.
SECTION 6. AUTHORITY TO ENTER INTO AGREEMENTS. For purposes of implementing a digital and modern pet registration system and database, the City Mayor is hereby authorized to enter into agreements with third-party institutions or providers.
SECTION 7. FUNDING. The necessary funds for the implementation of this ordinance shall be incorporated in the Annual Budget of the City Government of Naga under the City Veterenary Office as the primary implementing office.
SECTION 8. PENALTY. Pet owners who refuse to register their pet/s shall be subject to a penalty of:
First Offense – Five Hundred (500.00) Pesos
Second Offense – One Thousand (1,000.00) Pesos
Third Offense – Two Thousand (2,000.00) Pesos
The imposition of penalties shall not be an option to the pet owner/s in lieu of registration. The pet will still have to be registered in addition to the imposition of fines.
SECTION 9. REPEALING CLAUSE. All ordinances, or parts thereof, which are inconsistent with this ordinance are hereby repealed or modified accordingly.
SECTION 10. SEPARABILITY CLAUSE. If any part of this ordinance is declared invalid or unconstitutional, the remaining provisions shall be remain in effect.
SECTION 11. EFFECTIVITY. This ordinance shall take effect immediately upon approval and publication.
