ORDINANCE NO. 2026-014

AN ORDINANCE MANDATING THE INSTALLATION AND MAINTENANCE OF FREE PUBLIC WI-FI IN PLAZA QUEZON, PLAZA RIZAL, AND PLAZA QUINCE MARTIRES, AND OTHER PUBLIC PLACES IN NAGA CITY TO PROMOTE INCLUSIVITY, DIGITAL ACCESS, EDUCATION, AND COMMUNITY DEVELOPMENT:-

EXPLANATORY NOTE

WHEREAS, Section 2 of Republic Act No. 10929, otherwise known as the “Free Internet Access in Public Places Act of 2017” declares it the policy of the State to recognize the vital role of information and communications technology in nation-building and declare its policy to promote an environment for the development of structures that would ensure the availability and accessibility to reliable and secure internet access suitable to the needs and aspirations of the nation;

WHEREAS, RA 10929 mandates the establishment of a Free Internet Access Program in public places, including parks, plazas, libraries, schools, and government offices, thereby providing the legal foundation for local government units to implement similar initiatives at the city level;

WHEREAS, the City Government of Naga recognizes the importance of bridging the digital divide by ensuring that students, workers, families, and visitors have equitable access to internet connectivity in public spaces:

WHEREAS, providing free public Wi-Fi in Plaza Quezon, Plaza Rizal, Plaza Quince Martires and other public places will promote equal access, inclusivity, education, support economic activities, enhance tourism, strengthen community engagement and digital empowerment;

WHEREAS, the City Government of Naga is committed to advancing its reputation as a progressive, inclusive, and digitally empowered city.

Be it ordained by the Sangguniang Panlungsod of the City of Naga, that:

SECTION 1. TITLE – This ordinance shall be known as the “Public Wi-Fi for Naga City Plazas and other Public Places Ordinance.

SECTION 2. DECLARATION OF POLICY – It is hereby declared the policy of the City Government of Naga to promote inclusive access to information, communication, and technology by providing free public Wi-Fi in major public spaces. This initiative seeks to empower students, workers, families, and visitors by bridging the digital divide and fostering socio-economic growth.

SECTION 3. COVERAGE – This ordinance mandates the installation of free public Wi-Fi in the following public places:

  • Plaza Quezon
  • Plaza Rizal
  • Plaza Quince Martires
  • City Hall
  • Jesse M. Robredo Museum
  • Bicol Science and Technology Centrum
  • Bicol Central Station
  • Naga City People’s Mall
  • Naga City Civic Center
  • Naga City Ecology Park and such other public locations in Naga City as prioritized by the City Mayor.

SECTION 4. IMPLEMENTING AGENCY The City Government of Naga, through the Information and Technology Office (ITO), shall oversee the installation, operation, and maintenance of the public Wi-Fi system. It shall likewise monitor the digital security and safety measures.

Partnerships with national agencies such as the Department of Information and Communications Technology (DICT) and private internet service providers may be pursued to ensure sustainability.

Upon approval of this ordinance, the Information and Technology Office shall submit to the City Mayor the budgetary requirements to carry out the implementation of this ordinance.

SECTION 5. IMPORTANCE OF FREE PUBLIC WI-FI – Free internet access in public plazas is not only an infrastructure project but is vital for digital inclusion, boosting economic activity, enhancing education for online learning resources, fosters community interaction and enhances tourism.

SECTION 6. BENEFITS TO THE CITY

  • Promotes digital literacy and equal opportunities.
  • Strengthens Naga City’s reputation as a smart and progressive city. Encourages economic activity by supporting small businesses and freelancers.
  • Provides a platform for government transparency and citizen participation.
  • Helpful in Security and Emergency Situations

SECTION 7. FUNDING The necessary funds for the implementation of this ordinance shall be sourced from the City Government’s Annual or Supplemental Budget, with possible augmentation from grants, partnerships, and national programs such as the DICT’s “Free Wi-Fi for All” initiative. Annual Funding allocation shall be lodged at the Information and Technology Office.

SECTION 8. EFFECTIVITY. This ordinance shall take effect fifteen (15) days upon approval and publication in a newspaper of local circulation and posting at the official social media account of the City Government of Naga.
