Highlights

Sidewalk vending is now allowed along J. Hernandez Avenue (People’s Mall side)

The City Government of Naga has approved a new rule that allows sidewalk vending along a specific portion of J. Hernandez Avenue, on the side of the Naga City People’s Mall, during set evening hours.

Where is vending allowed?
Vending is now allowed along the:

  • Portion of J. Hernandez Avenue designated as parking spaces
  • Alongside the Naga City People’s Mall
  • From the corner of Prieto Street to Zamora Street

What time is vending allowed?

  • Allowed vending time: 5:00 P.M. to 10:00 P.M.
    Outside these hours, the area returns to its original use as parking space, subject to existing parking and traffic regulations.

Why was this approved?

  • To give ambulant vendors a stable, organized place to sell.
  • To reduce congestion on sidewalks, keep them safer for pedestrians.
  • To maintain order and fairness among vendors by setting clear locations and schedules.
  • Because the August 18–31, 2025 trial period showed positive results and strong public support.

How does this relate to other vending areas?

This ordinance amends the list of designated vending sites under Ordinance No. 2001-055 and simply adds the specified portion of J. Hernandez Avenue (People’s Mall side, Prieto–Zamora) as a new legitimate vending site with a clear schedule.

AN ORDINANCE AMENDING SECTION 5 OF ORDINANCE NO. 2001-055, OTHERWISE KNOWN AS “THE SIDEWALK VENDING AND REGULATORY ORDINANCE OF THE CITY OF NAGA,” BY ALLOWING VENDING ACTIVITIES ALONG THE PORTION OF J. HERNANDEZ AVENUE DESIGNATED AS PARKING SPACES ALONGSIDE THE NAGA CITY PEOPLE’S MALL FROM THE CORNER OF PRIETO STREET TO ZAMORA STREET FROM 5:00 P.M. TO 10:00 P.M.

EXPLANATORY NOTE

The City Government of Naga recognizes the need to establish stable and organized vending spaces for ambulant vendors to promote livelihood security, maintain public order, and ensure that informal economic activities are properly regulated.

During the implementation phase, the initiative received overwhelming public support, demonstrating the community’s appreciation for a system that promotes fairness, discipline, and inclusivity among vendors.

This measure decongested sidewalks and ensured smooth pedestrian and vehicular traffic flow in the major thoroughfares and commercial areas in portions of Barangay Abella and J. Hernandez Avenue, addressing long‑standing issues of obstruction and congestion.

The positive results of the experimental implementation period conducted from August 18 to 31, 2025 confirmed the effectiveness and viability of the program, supporting its formal institutionalization through the enactment of this ordinance.

NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of Naga, that:

SECTION 1. Section 5 of Ordinance No. 2001-055, otherwise known as “The Sidewalk Vending and Regulatory Ordinance of the City of Naga,” is hereby amended to read as follows:

“Section 5. – The following are the designated sites for sidewalk vendors and allied activities within CBD‑I where vending shall be allowed, with the corresponding prescribed time for vending, to wit:

Supermarket, Riverside 4:00 P.M. – 8:00 P.M.
Supermarket, Riverside (beside the island) 4:00 P.M. – 8:00 P.M.
Beside the posts of commercial spaces in Gen. Luna from corner Caceres to corner Evangelista, facing the post and parallel to Gen. Luna
Caceres St., beside Benito Commercial
Short Street B
Cor. Zamora and J. Hernandez Ave.
Evangelista St., beside New England Bakery and the alley leading to Prieto St.
J. Hernandez Ave. from cor. Of  Bichara Complex/Mercury Drug to cor. of Robertson Dept. Store
Cor. J. Hernandez Ave. and Prieto St. in front of Old Bicol Savings
