Highlights

New Rules for J. Hernandez Avenue: Vendors Area from 5–10 PM

To support ambulant vendors and keep the area safe and organized, the City Government of Naga has designated the parking spaces along J. Hernandez Avenue (Prieto St. to Zamora St.) as a Vendors Area every 5:00–10:00 PM.

✅ What this means

  • No parking is allowed in the area from 5:00 PM to 10:00 PM.
  • The road space will be used by People’s Mall vendors during these hours.
  • Vehicles parked in the area during the restricted hours may be wheel‑clamped and penalized under the city’s towing ordinance.

✅ Why this was implemented

  • To give vendors a safe, organized, and predictable space to earn a living.
  • To keep sidewalks and roads clear for pedestrians and vehicles.
  • To maintain order around the People’s Mall during peak hours.

✅ Parking outside vending hours

Parking around the People’s Mall remains available with the following rates:

  • First 2 hours: Free
  • Succeeding hours: ₱30.00

✅ Who enforces this?

  • Market Enterprise and Promotion Office (MEPO)
  • Public Safety Office (PSO)

Both offices ensure the area is clear and accessible for vendors and the public.

AN ORDINANCE AMENDING CERTAIN SECTIONS OF ORDINANCE NO. 2018‑018, OTHERWISE KNOWN AS “THE TOWING AND EXPANDED WHEEL CLAMP ORDINANCE OF NAGA CITY,” BY DESIGNATING THE NAGA CITY PEOPLE’S MALL PARKING SPACES ALONG J. HERNANDEZ AVENUE FROM THE CORNER OF PRIETO STREET TO ZAMORA STREET AS A NO‑PARKING AND WHEEL‑CLAMP ZONE FROM 5:00 P.M. TO 10:00 P.M. TO SERVE AS THE DESIGNATED VENDORS AREA OF THE NAGA CITY PEOPLE’S MALL

EXPLANATORY NOTE

The City Government of Naga recognizes the need to establish stable and organized vending spaces for ambulant vendors to promote livelihood security, uphold public order, and ensure proper regulation of informal economic activities.

The implementation of the measure from August 18 to 31, 2025 effectively decongested sidewalks and improved pedestrian and vehicular flow along major thoroughfares and commercial areas, particularly in Barangay Abella and J. Hernandez Avenue.

To maintain order and enforce traffic regulations within and around the designated vending area, it is necessary to declare the area as a No‑Parking and Wheel‑Clamp Zone during vending hours to deter illegal parking and ensure unobstructed access for vendors and the public.

SECTION 1. Amendment to Section 4 of Ordinance No. 2018‑018.

Section 4 is hereby amended to read:

“SECTION 4. WHEEL CLAMP AREAS AND TOW‑AWAY ZONES.
The following are declared as Wheel Clamp Areas and Tow‑Away Zones:

4.a Streets within CBD‑1

(10) J. Hernandez Avenue, from
the corner of Prieto Street to
Zamora Street, alongside the
Naga City People’s Mall, from
5:00 P.M. to 10:00 P.M

SECTION 2. Amendment to Section 5 of Ordinance No. 2018‑018.

Section 5 is hereby amended to read:

“SECTION 5. PARKING SPACES AROUND THE PERIMETER OF NAGA CITY PEOPLE’S MALL.”

Roads utilized for parking around the Naga City People’s Mall — J. Hernandez Avenue, General Luna Street, Prieto Street, and Zamora Street — shall be charged the following rates:

  • First two (2) hours or fraction thereof: Free
  • Every succeeding hour: ₱30.00

Existing motorcycle parking areas along J. Hernandez Avenue are incorporated as designated motorcycle parking zones.

The Market Enterprise and Promotion Office (MEPO) shall assign authorized personnel to collect fees and issue receipts.

The parking area for four‑wheeled vehicles and motorcycles along J. Hernandez Avenue, from Prieto Street to Zamora Street, is hereby declared a No‑Parking and Wheel‑Clamp Zone from 5:00 P.M. to 10:00 P.M. MEPO and the Public Safety Office shall ensure the area remains free of obstruction.

SECTION 3. Prohibited Acts and Penalties.

Parking of four‑wheeled vehicles, motorcycles, trimobiles, and/or e‑vehicles along J. Hernandez Avenue (Prieto Street to Zamora Street) is prohibited from 5:00 P.M. to 10:00 P.M. Violators shall be penalized under Section 11 of Ordinance No. 2018‑018.

SECTION 4. Effectivity.

This ordinance shall take effect upon approval.

ENACTED: November 11, 2025
