Highlights

• Institutionalizes the LPTRP: The ordinance formally adopts and implements the Local Public Transport Route Plan (LPTRP) for the City of Naga, as approved by the Department of Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB) under Resolution No. 204, Series of 2025.
• Approved Routes and Units: It officially approves 8 routes for Public Utility Jeepney (PUJ) Class 2 units, with a total allocation of 282 units.
• Policy: The ordinance establishes a policy to provide safe, efficient, environmentally sustainable, and responsive public transport services.
• Enforcement: The Naga City Police Office (Naga CPO), its Traffic Enforcement Unit (TEU), and the Public Safety Office (PSO) are authorized to oversee and coordinate its implementation.
• Franchise Consistency: Only franchises or Certificates of Public Convenience (CPCs) that are consistent with the approved routes and unit allocations will be endorsed to the LTFRB.
